South Programme IV – Regional Support to Reinforce Human Rights

The South Programme IV (2020-2022) is co-funded by the European Union and the Council of Europe, and implemented by the Council of Europe, with a budget of EUR 3.34 million. The program builds on the achievements and lessons learned from its three past phases (I, II and III). Its overall objective is to continue to support democratic reforms in the Southern Mediterranean region, which includes Algeria, Egypt, Israel, Jordan, Lebanon, Libya, Morocco, Tunisia and Palestine.

More specifically, the South Programme IV aims to: strengthen and pursue efforts towards a common legal space between Europe and the Southern Mediterranean region; support the effective implementation of human rights, the respect of rule of law and improve democratic governance through improved institutional capacities; combat violence against women in the region; and strengthen and expand regional co-operation to address global challenges such as fighting economic crime and trafficking in human beings.

Key Resources Description

The Gender Mainstreaming Toolkit for Co-operation Projects provides knowledge, guidance and tools on how to integrate gender mainstreaming at all stages of the project life cycle. The toolkit includes information, stand-alone tools and thematic factsheets, which will be updated and expanded over time. It is a working toolkit produced by a group of staff volunteers and is aimed at the Secretariat of the Council of Europe, particularly the parts working on cooperation projects.
It complements to the Council of Europe’s Gender Equality Strategy 2018-2023 and ultimately support the Sustainable Development Goals of the United Nations Agenda 2030.
